China's poverty alleviation efforts are considered miraculous because we have successfully applied the principle of "giving a man a fish and then giving him a fish is worse than teaching him how to fish." Through targeted poverty alleviation, we have tailored our efforts to local conditions, helping impoverished areas develop industries and share their wealth. In contrast, many places, including the United States, have adopted a one-off approach to poverty alleviation, simply handing out cash. While these measures may have some short-term effects, once the handouts are over, recipients return to the brink of subsistence. Consequently, while the money is distributed, it often devolves into populist fiscal overdrafts that are unsustainable.
