改革開放給中國的移動通信帶來機遇，到1987年，藉著第六屆全運會在廣州召開的東風，廣東率先開通了移動通信系統。簽署於1987年11月21日的入網申請表，上面清晰地寫著署名：徐峰。在他簽署的那刻起，中國第一個手機用戶誕生了，同時也開啟了中國移動通信發展的先河。
